the radio this afternoon. >> they paint a picture that there's a culture in the pd that we don't document investigations and that's just totally false. >> reporter: in a statement she further says the report's methodology is flawed and the report would make victim reluctant to go to police. >> it's really important we start making some changes. crimes are going to happen but it's really how the police respond. >> reporter: surae chinn, 9news now. >> human rights watch says further cases were misclassified as miscellaneous or office information. the chief says reforms and laws are the place and some -- in place and some detectives have been removed. the report serves to undo the progress. hrw says there's no accountability and says these bad practices are still going on. prince george's county police arrested two people in the shooting death of 16-year- old marcus jones. the friendly high school junior was shot and killed early

sunday morning. 17-year-old akil ings of suitland and 19-year-old kquantae fisher of fort washington are both charged with first and second degree murder. ings was arrested in the district and fisher is being held without bond. vice president joe biden is going to be on the road in richmond today. he's hosting a round table discussion about gun safety. it's part of the push to get some support for president obama's gun control plan. >> the vice president's push for public support comes one day after california senator diane feinstein unveiled her own gun control legislation. susan mcginnis has more on the senator's bill and its impact on you. >> reporter: vice president biden is heading to virginia today to try to gain public support for president obama's gun control proposals. >> it's not about keeping bad guns out of the hands of good people. it's about keeping all guns out of the hands of bad people. >> reporter: on capitol hill thursday, gun victims and law enforcement officers joined a group of democratic lawmakers

as dianne feinstein announced her own bill which would eliminate high capacity magazines and ban assault weapons. >> military style assault weapons have but one purpose. in my view that's a military purpose. >> reporter: the lawmakers say the shootings at sandy hook shows that assault weapons need to be banned. >> a number of police who came to newtown said to me, we could not have stopped that shooter. even with the body armor we were wear with that kind of assault weapon. >> reporter: but vice president biden downplayed the need for an assault weapons ban thursday. he says those weapons are only used in a small percentage of crimes. >> i'm much less concerned quite frankly about what you call an assault weapon than i am about magazines. and the number of rounds it can be held in a magazine. >> reporter: and even sponsors of the bill acknowledge an assault weapons ban is a tough sell on capitol hill. >> we owe it to our

constituents and our country to try. >> reporter: the nra calls the feinstein bill a wrong headed approach and says gun bans don't work. susan mcginnis, cbs news, washington. >> there are more than 2,000 types of hunting and sporting firearms which would not be affected by this ban. democrats and republicans in the senate can apparently agree at least on something. yesterday lawmakers both parties drafted a new filibuster rule. the goal is to speed up action on the senate floor. it's going to require 60 of the senate's 100 votes to end filibusters on bills and nomination but the changes will reduce the number of filibusters that are allowed. there's no word whether or not the full senate is going to vote on the proposal. women can now be on the front lines during war in the u.s. military. defense secretary leon panetta and general deafen see signed

the order yesterday. since 2001 more than 280 women have been deployed to iraq and afghanistan or to jobs in neighboring nations to support our wars. president obama has nominated is well-known crime fighter to go after wall street. mary joe white is the president's pick to head the securities and exchange commission. she was the first female u.s. attorney in manhattan and she's famous for leading the successful promotion of john gotti. as head of the sec she says she'll work hard to protect investors and ensure transparency of capital markets. next week, the senate foreign relations committee is expected to approve the nomination of senator john kerry. to be the next secretary of state. the committee held a confirmation hearing for president obama's nominee yesterday. the massachusetts democrat has served on the senate foreign relations committee for 28 years and was the chair until the nomination by the president. he said the country must get its fiscal house in order so

that it can lead worldwide. here's the other stories now. on monday the senate is going to vote whether or not to provide help financial help for victims of superstorm sandy. the bill is going to provide more than $50 billion in emergency relief and lawmakers in new york, new jersey and connecticut say that money is desperately needed right now to help rebuild the homes and the businesses that were devastated. fiscal conservatives though want the equal amount of spending cuts in order to avoid adding to the national debt. new jersey has adopted some new construction standards in the high risk flood zones. this is all after the superstorm. all these places were widespread damaged because of the storm and new rules mean homeowners in the flood zones who lost their homes need to spend tens of thousands of dollars to rebuild the houses in a certain fashion. new jersey's governor chris christie says the standards are strict and they may cost more, but insurance premiums for homeowners should be lower as a result. the rhode island house has overwhelmingly passed legislation to allow gay

welcome back. 4:40 on this friday morning. a nice quiet cold morning. we've got clouds now and during the afternoon some snow is going to develop and should be light but with temperatures in the 20s for the most part it will stick to anything that is untreated and we're not looking at a lot of snow but the timing could affect your drive home. i'll be back in just a couple of minutes and we'll talk about the weekend forecast and hey finally a warming trend headed our way. beverly farmer is in for monika with a look at timesaver traffic. and howard, southbound interstate 95 in maryland better news. state highway officials and police have moved the crash onto the shoulder. southbound 95 between route 100 and 175. it's tough to see the familiaring lights in the shot here but now all lanes open they just moved all the activity onto the shoulder. there are still delays from the airport 100 southbound on i-95. and the caution for everybody still refreezing and the slick spots especially out of the neighborhood. back to you. it is 4:41 and time for the first your money segment of the morning. >> all right dollars and cents for friday.

good morning jess. >> this could be a problem today. microsoft disappointed investors, the latest tech giant. it says the profits slipped 4% last quarter even though there was solid demand for the new windows 8 software. still, analysts say windows 8 has not been able to reverse its slide in sales of personal computers. on wall street stocks were mixed. this is good news though. the dow rose 46 points in trading yesterday with a five year high. the nasdaq meantime down by 23 points. it was drug lower by apple which sank 12%. the s&p 500 was pretty much flat on the day. mcdonald's says it will be the first national restaurant chain no carry a label from a group which certifies sustainable fishing practices. the blue ecolabel from the marine stewardship council certifies the alaskan pollack used in the filet-o-fish sandwiches comes from suppliers with sustainable fishing practice; finally on sunday you

will need another penny to mail a letter. the price of a first class stamp will rise to 46 cents. the hike comes as the postal service continues to struggle in desperate need for help from congress. in the past year the postal service cut hours of thousands of post offices and consolidated some of its plants. so get that penny ready. forever stamps. >> get the stamps now. >> the forever stamps -- it just flabbergasts me they don't transition their stuff to more online and make their money that way. it sounds easier than it could be but that's why they're losing customers right? >> they still have the infrastructure there that you know there are still people out there delivering the mail and there's really not much they can do about that. the reason that the post office makes any money nowadays is direct sales. the brochures that go out in the junk mail. that's where all the money goes out. >> the biggest cost is health insurance and retirement right? >> people. >> people. >> i still send letters though.

good morning, welcome back to 9news now. it is 4:46. it's friday. that's the good news. and for the snow lovers, we might have another little dusting for you. >> it's a teaser for snow lovers but skiers think about this. all the skiers have been blowing snow and they've been getting some snow and they're going to get some more snow. it's going to be a great weekend to hit the slopes. >> i think sunday might be the first time this year we're going to dry this thing. >> where are you headed?

>> i think liberty. >> they should be in great shape as well. valley west going up to pennsylvania. >> good to go. >> all those places. >> all right. yeah. >> the skiers too. >> they can use it. >> it's been a rough season. weather-wise we have a little snow on the way this afternoon and even some winter weather advisories across the region. start at 2:00 here in the metro area and noon out west. let's talk about your day planner on this friday morning. cloudy skies to start. we'll get into some light snow this afternoon. winds not so bad. south of 5, 8 miles an hour. i think the snow really doesn't start much before 2:00, 3:00 here in d.c. earlier out west. maybe 1:00 or so outshot shenandoah valley. we will -- to the shenandoah valley. we will see some snow on radar initially not reaching the ground. the highs into the upper 20s. whatever does fall on streeted surfaces it's -- on treated surfaces it's going to stick. not just snow in the tennessee valley with some freezing rain and rain mixing in in southern

kentucky and down in tennessee. the very dry air in place with temperatures down in the single digits now into williamsport. 13 in pittsburgh and around here bell our temperatures in the low to mid-teens in many areas. upper teens and even 20 at reagan national. but 12 jermantown and 12 millersville and northern anne arundel county. 12 dumfries right now. 13 at dulles. another very cold morning. waldorf at 17 and outside on our michael & son weather camera, great visibility. with cloudy skies and we have 20 feeling like 9. one thing i want to point out. i love the dew point. it's such a true measure of how much moisture is in the air. when you have a 20-degree spread that's a lot to overcome for moisture. so when it starts to snow that's going to have to evaporate for verga and then after a few hours it will reach the ground. arrives this afternoon and looks like 1 to 3 and really more like 1 for much of the region. the 3 inches, that's probably more toward the maryland and pennsylvania border and out in western maryland. hagerstown.

but garrett county, boy they're going to get maybe 6 or more from the system coming at us from the midwest right now. you can see the darker blues here in illinois and indiana. but the better moisture unfortunately snow lovers is going to be across north carolina and southern virginia. so this storm never really gets its act together for us to give us a bigger snow. here we are 2:30 on our futurecast with the snow in the shenandoah valley approaching the metro. this is 6:00 p.m. so you can imagine the slick spots we're going to have for the afternoon rush. winter weather advisory starts at 2:00. snow develops this afternoon. 28. tonight 22 in town. we'll have teens north and west. tomorrow, little breezy. 34 i think we can crack freezing in a few areas. and then by sunday not as cold 38. here comes the warming trend monday, 46 with a passing shower. by tuesday, upper 50s with rain on wednesday and mid 50s colder on thursday. beverly farmer, happy friday. indeed. a happy friday and pretty much for the most part we're looking

at the dry pavement for folks. it's a lot happennerrier out of baltimore leaving the airport southbound on 95 now too. still some activity involving the accident with the truck following a boat just after route 100 but before route 175. in the camera shot it's a long shot. you can see that it's a pretty free flow now. everything out of the roadway and may still be some activity on the shoulder but better pace for folks now. past route 198 overnight road work should be cleared there out of laurel and going down to the beltway looking good. on the beltway heading west the lanes are open going past new hampshire avenue. and down to the legion bridge no early troubles reported southbound 270. secondary roadways you know you're going to have more issues with some refreezing and some ice patches so still take it receive i. but so far so good. the maryland beltway as you make the drive around toward the wilson bridge. inner loop out of oxon hill everything has been moving well and in virginia 95, 395, 66 no early troubles to report there.

you've got your lanes open as you make your way out of fredericksburg into springfield and on to 395 through landmark heading up to the 14th street bridge. mike andrea back to you. thanks. a new growth plan for metro transit is calling for new tunnels to be built in d.c.. the goal is to help the system keep up with growing demand. the growth plan also calls for building express tracks along the silver and orange lines in virginia. metro management says the growth plan would require an additional $740 million a year in funding. better health care for people who can't afford it in disadvantaged neighborhoods. that's the goal. lieutenant governor anthony brown announced what's called health enterprise zones. there are five of them. capitol heights, annapolis, greater lexington park. west baltimore and dorchester in caroline counties. the goal enhance health services the people can get there. the incentives include tax breaks for medical providers who work with patients in those five zones. lightning might give you a

headache. researchers say the lightning strikes within 25 miles from where you are, there's a 25% chance you can get a headache or a migraine. scientists at the university of cincinnati believe negatively charged lightning currents may trigger those headaches. even though we just elected a president and the next time we have one elected it will be 2016, the race for the next president has already started. we're talking about the washington nationals. the president's race. the rushmore as they call them. the team says it is adding a new president to the race this year. the race already includes washington, lincoln, jefferson and of course teddy. but who will be the fifth one? you don't have to wait much longer to find out. the nationals are going to unveil the new presidential racer coming up tomorrow at nats field. >> i voted. >> you can vote online too. wusa9 wants you to think of the fifth member so who should it be? should it be a -- william at the was the first president --
